Smaller companies want workers to shape up

A growing number of small business owners are taking a page from their bigger corporate counterparts and implementing wellness programs for their employees?to curtail ever-escalating health care costs.?Employers can?t just force everyone to eat tofu and do yoga, however.

That?s why Climax Portable Machine Tools based in Newberg, Ore., is taking its time rolling out a wellness program and using a carrot instead of a stick with its 160 employees. The program implemented in the last year is voluntary.?Workers are offered incentives, including getting up to $40 back in their paychecks a month, for getting on the health bandwagon. Among the?steps being offered are?on-site medical screenings, health and nutritional seminars, daily walks and even a company basketball team.

Climax has seen its health insurance premiums?rise as much as 30 percent annually, so a wellness program made sense, said Karen Kinslow, the company?s wellness coordinator. ?We really wanted to look after our employees and it really helps the bottom line when you do these things,? she explained.

More small business owners are realizing the same thing. A recent MetLife survey found 29 percent of small businesses offered some sort of wellness options, compared to 22 percent last year, and 16 percent five years ago.

Such programs have been shown to pay off for employers. Research from the?Partnership for Prevention found that for every $1 spent on worksite health promotion programs, a company can see an average of $3.50 in savings related to fewer sick days and health care costs.? And such programs can be a good thing for employees. An Israeli study showed that employees who engaged in some form of exercise?had lower rates of depression and job burnout, according to an article in MyHealthNewsDaily.

But the strong-arm approach to getting workers healthier can run afoul of the nation?s labor laws, including the Americans with Disabilities Act, or ADA. Implementing employee health programs come with many restrictions under several key laws ? the ADA, the Genetic Information Nondiscrimination Act (GINA), and the Health Insurance Portability and Accountability Act (HIPAA).

Under the ADA, employers are prohibited from requiring an employee to take a medical exam, and you can?t require an employee to participate in a wellness program?to qualify for health insurance, said Chris Kuczynski, assistant legal counsel, ADA/GINA policy division for the Equal Employment Opportunity Commission.

When it comes to GINA, he continued, ?If you?re going to offer an incentive in connection with a health risk assessment or wellness program, you can?t condition that on whether a person gives you family history or genetic information.?

Employers can?t have blanket wellness policies, which is where companies get into the most trouble, Kuczynski stressed. If a worker is unable to engage in certain exercises because of an underlying medical condition that is beyond his control, such as a thyroid gland disorder or high blood pressure,?employers can?t penalize the employee for not participating.

Climax has been cautious when implementing methods to encourage workers to participate.

Kinslow talks to workers individually and helps them come up with other options if they can?t do things like running a 5K. Employees can get points, which translate into dollars, if they attend nutrition or stress-reduction seminars on-site, or even if they take a healthy-eating cooking class. And, she added, some employees may not want their wellness tied directly to work, so they could get points for teaching a karate class to kids, for example.

When providing rewards there are limits, especially as they relate to health insurance premiums. Companies are increasingly offering employees breaks on their healthcare premiums as incentives?to participate in wellness programs,?but there are strict requirements under HIPAA on how that can be done.?The total award must not exceed 20 percent of an employees total coverage cost.?Under a provision in health care reform that number will go up to 30 percent in 2014.

As far as medical privacy restrictions, health screenings that are done by the employer must be strictly confidential. ?They always have to be careful with where data goes and their access to that data,? said Joe Ellis, senior vice president at CBIZ Benefits & Insurance Services, an employee benefits consulting firm. ?The employer would never see an individual?s data but they could see aggregate data.?

Another problem is potential injuries workers could sustain while exercising during work hours.

Late last year, Ged King, president of The Sales Factory, a marketing agency?in Greensboro, N.C., bought four Trek commuter bicycles for employees to use on lunch runs, errands or leisurely rides.

The bikes are part of a wellness strategy King devised?to help his staff of 27 get healthier.

His plan also includes rewarding workers prizes -- everything from $25 gift cards to iPods -- if they exercise more, including biking, running, or even gardening. ?It makes for happier people who are more excited to come to work,? he said about the wellness program that launched last month. ?You can?t be creative if you don?t feel good.?

To deal with the issue of injuries, employees at The Sales Factory were all asked to sign a ?Bicycle Release Form? before King purchased the bikes. The release stated that workers were assuming ?all personal liability in case of injury?.

Employees were also asked to promise to wear helmets, which he provided, when they take the bikes out. The goal of the wellness plan, King stressed, ?is to make sure we?re healthier.?

Weird 'dog-headed pig monster' terrorizes Africa

Residents in northern Namibia, on the southwest coast of Africa, have reported being terrorized by a bizarre dog-pig hybrid creature. The animal is said to be mostly white and unlike anything the villagers have ever seen, with a doglike head and the broad, round, nearly hairless back and shoulders of a giant pig. The beast was spotted chasing and attacking dogs, goats and other domestic animals in this arid region not far from the Kalahari desert.

As often happens when rumors of monsters spread in rural areas around the world, some locals have taken extra safety precautions, such as traveling in groups and arming themselves with weapons. In 1995 and 1996, some Puerto Ricans armed themselves against the vampire beast el chupacabra; last year, Malaysian residents patrolled the streets searching for the mysterious orang minyak, or "oily man" creature that had recently terrorized them.

What could this monster be? One Namibian official, regional councilor Andreas Mundjindi, was quoted in Informante newspaper as saying, "This is an alien animal that the people have not seen before. We don't have a forest here, only bushes. So, this must be black magic at play."

Some people in the area trace the beast to one old man rumored to be a warlock or witch doctor, suggesting it's his pet (or, what witch-hunters hundreds of years ago would have called a "familiar").

The assumption that the beast has magical origins is not surprising. A 2010 Gallup poll found belief in magic widespread throughout sub-Saharan Africa, with more than half of respondents saying they personally believe in witchcraft and sorcery.

This is not the first time that unusual animals have been spotted in rural areas of Namibia; several other monsters have been reported over the years, including in July 2009, when unknown creatures reportedly sucked the blood out of livestock, including nearly two dozen goats. Though no one saw the monsters, they were said to have left footprints similar to those of a dog, but much larger. Police followed the footprints, but they mysteriously stopped in an open field, as if the creature suddenly took flight or vanished. At that time, locals were also convinced that the strange beast was the product of black magic ? going so far as to accuse an old man and his sister of conjuring the creature.

It's not clear whether locals believe that the current dog-headed, pig-bodied animal is the same mystery creature that terrorized the region three years ago. Whether the reports are real or rumor, hopefully belief in these creatures won't be used as an excuse for mob attacks on elderly men and women suspected of witchcraft.

Toppling Raman shift in supercritical carbon dioxide: Vibrational mix shines new light on carbon sequestration measurements

ScienceDaily (Feb. 28, 2012) ? Just as a wine glass vibrates and sometimes breaks when a diva sings the right note, carbon dioxide vibrates when light or heat serenades it. When it does, carbon dioxide exhibits a vibrational puzzle known as Fermi resonance. Now, researchers studying geologic carbon storage have learned a bit more about the nature of carbon dioxide.

The results provide clues to the nature of the Fermi resonance in other molecules, and will help researchers better understand details in chemical reactions. The team of researchers from the Department of Energy's Pacific Northwest National Laboratory report their findings in the February 28 issue of the journal in Physical Chemistry Chemical Physics.

"We're happy to be able to say something new about something so old," said PNNL chemist and author Charles Windisch, Jr. "We figured out how the different carbon dioxide molecules are vibrating at some of the Fermi resonance frequencies. And, of course, we can calibrate our data with more accuracy now."

"Even to this day, people mark Raman spectra incorrectly," said PNNL computational chemist Vassiliki-Alexandra Glezakou. "It helps to know what we are looking at, if we are going to use certain bands as guidelines to understand molecular interactions."

Carbon Dioxide Conundrum

The PNNL researchers did not set out to study again a phenomenon that dates back to the 1930s. Instead, they wanted to investigate what happens when carbon dioxide is stored underground as part of a national research effort to reduce carbon emissions from power generation. To do so, researchers plan to inject carbon dioxide in an unusual form of the gas that behaves like a liquid due to being under high pressure, called supercritical. To follow supercritical carbon dioxide in chemical reactions, researchers often use a technique called Raman spectroscopy.

Raman spectroscopy is a way of capturing a molecule's vibration. Simple molecules can vibrate in well-defined modes such as stretching and bending, which correspond to peak frequencies on a graph. These peaks are as unique and reproducible as a fingerprint.

The number and position of these peaks in a spectrum can be predicted by quantum mechanics, but Fermi resonances result in unanticipated peaks due to a combination of two different vibrations, such as stretching and bending. First recognized in carbon dioxide and explained by Enrico Fermi in 1931, scientists agree that the Fermi peaks are the result of the mixing of the two vibrational modes, but they often label one of them as 'stretch' and the other as 'bend'. This labeling became a problem when PNNL researchers observed a 'flip' in the Raman spectrum of supercritical carbon dioxide.

Shift or Flip?

To follow reactions, researchers often use different versions of elements called isotopes. Normally, carbon dioxide contains carbon plus the isotope oxygen-16, the most common form of oxygen. By using a heavier isotope of oxygen with its own fingerprint, oxygen-18, PNNL researchers can track the fate of carbon dioxide when it reacts with minerals, particularly when there are other sources of oxygen present such as water.

In the Raman spectra of the lighter supercritical carbon dioxide, the pair of Fermi peaks included a weaker one at a lower frequency and a stronger one at higher frequency. When they replaced all of the oxygens with the heavier isotope, however, the peaks seemed to flip, with the stronger one appearing at a lower frequency instead.

At first, it was not clear how the two sets of Fermi peaks related to each other -- whether the peaks were really a mirror image or if the stronger oxygen-16 peak somehow morphed into a weaker peak when heavy oxygen-18 was introduced. Typically, a heavier isotope will shift peaks to lower frequencies, although different modes are not necessarily affected by the same amount.

The researchers needed to unambiguously identify the peaks and to figure out how much bending and stretching modes contributed to each one. To do so, the team decided to simulate the carbon dioxide molecules with different oxygen isotopes on a computer and see if they could recreate the Raman spectra they saw in their experiments.

To the Computer

Using computing resources at EMSL, DOE's Environmental Molecular Sciences Laboratory at PNNL, Glezakou simulated carbon dioxide in supercritical conditions similar to those in the experiment. The molecules were "made" with either oxygen-16 or oxygen-18.

They analyzed the motion of the molecules to produce computational spectra that echoed the real spectra. In this way, the team was able to determine the percent of bending and stretching modes expected in each peak.

The results showed that with oxygen-16, the stronger peak at the higher frequency is due mostly to the stretching mode, while the weaker peak at the lower frequency is due mostly to the bending mode.

Oxygen-18, however, told a different story. The results with heavy carbon dioxide showed unequivocally that the light- and heavy-oxygen peaks were not exactly mirror images of each other. Carbon dioxide is mostly a linear molecule, so the bending motion is much less affected than the stretch when the oxygen-16 is replaced by its heavier isotope. As a result, the composition of the peaks does not remain the same.

"The heavier oxygen doesn't just shift the peaks. It changes their identity," said Glezakou. "And the bigger effects are on the stretching, because the peak with the most stretching has the biggest frequency shift."

Windisch added that the experimental results matched the computational ones nicely, in spite of the difficulty. "Our colleague Paul Martin here at PNNL had to build equipment so we could do these experiments at the pressures we needed. Not easy," he said.

Having nailed down the vibrational pedigree of these carbon dioxide molecules, they plan to use these results to understand better other reactions between carbon dioxide and a variety of minerals.

Huawei Ascend G 300 hands-on at MWC 2012 (video)

Huawei's all about the D Quad at this year's Mobile World Congress, but that's not everything in the manufacturer's arsenal. Having seen the first devices from its D (Diamond) and P (Platinum) series, we've been wondering how the third-tier G (Gold) handsets would turn out. Huawei's booth holds the answer to our lingering question in the form of the Ascend G 300, a predictably lower- to mid-range smartphone packing a 1GHz single-core CPU, 4-inch WVGA display, 5MP rear camera along with other modest specs.

While it's clear that Huawei's major focus is on bumping up its specs and becoming a major player in relevance and performance, we've only seen that strategy reflected on its top two tiers. The G 300, in contrast, doesn't feel any different in build quality than its older budget-conscious cousins; it employs the company's signature gray / white (or gray / black) look on the back. The edges and sides of the device are slightly different, varying by its color: the versions in black are soft-touch plastic, while its white counterpart is completely smooth, much like the rest of the phone. The battery cover felt rather flimsy, and one unit on hand looked as though it were coming apart, the cracks far too distanced for our comfort. The OS on hand is Android 2.3, accompanied with the usual MWC promise of being "upgradeable to ICS," and uses the same homegrown skin we saw a couple months ago on the Huawei Honor.

Of course, this one will likely hit at a low price point, so don't be tempted to compare this particular handset with some of the vendor's more premier options. It's not going to be as polished, but it's not meant to be. So while the 10.5mm-thick device will be perfectly reasonable for many, power users won't be waiting in line for this one to come out at a yet to be determined time. Still curious? Still, ASUS won't skimp on some things: it ships with ICS, like its brother, and promises up to 10 hours of battery life (that's 15 with the optional keyboard dock, which is an hour less than what the Infinity Series claims). No word yet on availability, so expect some further announcements in the coming months with pricing specific to different regions.

Updated 1:38 p.m. ET: HAVANA, Cuba -- A senior U.S. senator met with imprisoned American Alan Gross and discussed the man's case in a long sit-down with Cuban President Raul Castro, but said Friday that he doesn't expect Gross to be released any time soon.

Sen. Patrick Leahy, a Democrat from Vermont, said he saw Gross on Thursday afternoon at a Havana military prison. He and Sen. Richard Shelby, a Republican from Alabama, later met for 2 1/2 hours with Castro and offered to take Gross back to the United States on their plane.

"You can imagine how far that went," Leahy said in a phone interview Friday with The Associated Press. He added that "we have a long way to go" to win Gross's release.

Judy Gross, whose husband Alan has been in a jail in Cuba for two years, talks about his conviction and the struggle to bring him home.

The 62-year-old Maryland native is serving a 15-year jail term for spiriting satellite and other communications equipment onto the island while on a USAID-funded democracy-building program. Cuba considers the programs an attempt to destabilize the government, and Gross was convicted of crimes against the state, not espionage.

The Gross affair has chilled relations between the U.S. and Cuba and short-circuited any chance of rapprochement since President Barack Obama took office.

The Gross family wants Castro to pardon him on humanitarian grounds because his mother and adult daughter both have cancer, a call backed by the Obama administration, which insists Gross is innocent.

Leahy said Castro agreed that Gross "was no spy." Gross spoke virtually no Spanish and traveled to Cuba five times under his own name before his arrest in December 2009.

The talks with Castro and the senators was the first high-level meeting between the Cold War enemies since former President Jimmy Carter dined with Castro during a visit to the island in April 2010. Leahy said the late-night meeting was cordial and open.

The meeting took place as the Cuban diplomatic mission in Washington announced plans to host what it called the "1st National Encounter" with Cubans living in the United States. The meeting will bring together Cuban-Americans "who have respectful links to their country," in order to discuss "the normalization of relations" between Cuba and the exile community in the United States, the statement said.

Leahy?said Castro brought up the case of five Cuban agents sentenced to long jail terms in the United States, including one who was released last year but has not been allowed to return to Cuba while he serves out three years probation.

Leahy said Castro never explicitly linked Gross' fate with that of the agents, who were jailed in 1998, but "he made it very clear that while we may be concerned for Mr. Gross and have humanitarian reasons to be, they are very concerned about the five (agents) and have humanitarian and family reasons too."

While the agents' case is largely forgotten in the United States, it remains a cause celebre in Cuba, where the government hails the "Cuban Five" as heroes who were only trying to detect and prevent violent attacks against their country by exile groups.

Cuban officials have stopped short of linking the cases, but have said no one should expect the island to free the 62-year-old American in a "unilateral gesture."

Gross's legal appeals have been exhausted, but his family has asked Castro to consider a pardon on humanitarian grounds. Gross, who was portly when arrested in December 2009, has lost about 100 pounds and is now rail thin. His elderly mother and adult daughter are both battling cancer.

Leahy said Gross appeared in reasonably good spirits during the visit, but that he also indicated his two years of detention had taken a toll on his health.

"He obviously wants to leave. He feels that his health has been endangered," Leahy said, adding that he snapped several pictures of Gross to bring back to his wife, Judy.

Cuban state-run media carried images of the meeting between Castro and the senators, though they gave no details of what was discussed. Cuban media said Cuban Foreign Minister Bruno Rodriguez was also present.

The senators are part of an American congressional delegation touring Cuba, Haiti and Colombia. The other members of the delegation, all Democrats, were Sens. Christopher Coons of Delaware and Kent Conrad of North Dakota and Reps. Peter Welch of Vermont and Xavier Becerra of California.
